The high financial barriers to entry meant only three teams took part in this year's Louis Vuitton Cup, where Team New Zealand earned the right to race Ellison's crew for the America's Cup.
The Oatleys want the sailing arms race to end now, although achieving such a feat in negotiations could be a tough ask given that Ellison could outspend most rivals.
"We are now the challenger of record. That enables us to negotiate ... to work out the rules of engagement for the 35th America's Cup," Sandy Oatley said.
"Which includes the sail, the boat, the rig and the nationalities of the crews.
"We want to bring into it (the governing protocols), some of the technology and the cost associated with it.
"So we can make it more affordable for more countries to participate and make it an even bigger sailing event than it has been in the past."
Sandy Oatley suggested there was no ballpark figure in terms of an ideal cost to maximise the number of challengers, but that "the more affordable, the better".
"It's a sailing regatta and we want to make the emphasis on the sailing, with a percentage of technology," he said.
"We haven't spoken to any outside parties yet, but our ideal situation would be to have a box rule around the boat and possibly the wing."
Oatley confirmed a catamaran would be their ideal choice of boat for the race, and that he was hopeful a number of backers would come forward to support the Australian challenge - including corporate and government.
Oatley said renowned Australian sailing team head coach Victor Kovalenko had already offered his support.
However the event will be held in 2016 and there is a danger of it overlapping with the Rio Olympic preparations of Kovalenko and the likes of London 2012 gold medallist Tom Slingsby, who was a crew member on Oracle's winning America's Cup team.
"It's something we've been looking at," Sandy Oatley said of the potential clash.
